• <br />Section 516.52 Continued. <br />(a) Ground water. <br />(1) Ground water levels, infiltration rates, subsurface flow and stor- <br />age characteristics, and the quality of ground water shall be monitored <br />in a manner approved by the regulatory authority, to determine the <br />effects of surface mining activitea on the recharge capacity of re- <br />claimed lands and on the quantity and quality of water in ground water <br />systems in the mine plan and adjacent areas. <br />(2) When surface mining activities may affect the ground water systems <br />which serve as aquifers which significantly ensure the hydrologic bal- <br />ance of water use on or off the mine plan area, ground water levels and <br />ground water quality shall be periodically monitored. Monitoring shall <br />include measurements from a sufficient number of wells and mineralogical <br />and chemical analyses of aquifer, overburden, and spoil that are ade- <br />quate to reflect changes in ground water quantity and quality resulting <br />• from those activities. Monitoring shall be adequate to plan for modi- <br />fication of surface mining activities, if necessary, to minimize dis- <br />turbance of the prevailing hydrologic balance. <br />(3) As specified and approved by the regulatory authority, the person <br />who conducts surface mining activities shall conduct additional hydro- <br />logic tests, including drilling, infiltration tests, and aquifer tests <br />and shall submit the results to the regulatory authority, to demonstrate <br />compliance with Sections 816.50-816.52. <br />The coal aquifer in the undeveloped, poorly permeable Coalmont <br />Formation does not significantly affect the hydrologic balance <br />within or adjacent to the Mine Plan Area, and is not essential to <br />the proposed postmining land use. See Section 780.21. <br />The ground water monitoring program described at Section 780.21 (b) <br />• will be used to observe ground water levels, recharge and discharge <br />816-75 <br />
