Section 816.23 (a) Continued. <br />• <br />Reii'Tlpple'A=@a <br />The topsoil to be salvaged at the tipple site (See: Map 26, Kerr <br />Tipple Area Soils) will be temporarily stockpiled during regrading <br />of the site by pushing the soil to the edge of the permit area. <br />Immediately after regrading of the area this topsoil will be re- <br />applied to the disturbed area, resulting in the minimal amount of <br />time possible for this sail to be stockpiled. <br />Mait'Mine Aiea <br />All topsoil encountered since 1974 in the Marr Mine Area has been <br />redistributed or is etockpiled pending redistribution beginning in <br />1981. <br />(b) Stockpiled materials shall be selectively placed on a stable area <br />• within the permit area, not disturbed, and protected from wind and water <br />erosion, unnecessary compaction, and contaminants which lessen the capa- <br />bility of the materials to support vegetation when redistributed. <br />(1) Protection measures shall be accomplished either by -- <br />(i) An effective cover of nonnoxious, quick-growing annual and peren- <br />nial plants, seeded or planted during the first normal period after <br />removal for favorable planting conditions; or <br />(ii) Other methods demonstrated to and approved by the regulatory <br />authority to provide equal protection. <br />(2) Unless approved by the regulatory authority, stockpiled topsoil and <br />other materials shall not be moved until required for redistribution on <br />a regraded area. <br />816-21 <br />
