This will allow discharging the water in the mine if the elevation of the surface <br />of the water exceeds the elevation of the end of the pipe on the surface.. Water samples will be <br />obtained on an annual basis in July if water is being discharged from the mine. The water will be <br />analyzed for the chemical parameters listed in the `Hydrology -Monitoring Program" section. <br />Water discharged from the sediment ponds into the Harvey Gap Drainage will be sampled and analyzed <br />on a quarterly basis as per the existing NPDES Permit. <br />The four inch pipe will have aone-half inch plastic pipe installed in it. This pipe will b used to <br />determine the level of the water which surrounds the pipe. The four inch pipe will have a valved vent <br />installed to allow the level the four inch pipe to equalize with the water outside the one half inch pipe. <br />The level of the water will be determined by pressurizing the one-half inch pipe. When all the water is <br />forced out of the bottom of the one-half inch pipe the pressure in the one-half inch pipe will stabilize. <br />By measuring the pressure and knowing the elevation at the bottom end of the one-half inch pipe the <br />level of the water can be computed by adding the feet of water displaced (pressure) to the elevation of <br />the lower end of the pipe. The elevation of the upper and lower end of the pipe will be stamped on the <br />end of the four inch pipe at the surface. <br />Water level measurements will be performed on a monthly basis. A spring and seep survey will be <br />• conducted in the vicinity of the downdip outcrop of the E Seam in June of each year. The dischazge of <br />any new spring flowing more than 5 gallons per minute will be sampled and analyzed for the full suite <br />of Chemical Pazameters listed in Table 9 Page 60. <br />A ripprapped channel was constructed down into the Harvey Gap Drainage just to the west of the portal <br />azea. This is to be used to prevent the erosion of the steep bank from storm runoff. This structure was <br />approved under a technical revision titled Technical Revision Application Drainage Discharge Design. <br />The channel was constructed in accordance with the approved drawing titled Eastside Coal Company <br />Eastside Mine-Harvey Gap Typical Drainage Ditch Discharge Design prepared by Balaz & Associates, <br />Inc. An exception to the 100 foot buffer zone to perineal streams is requested as the bottom of the <br />structure is 33' from the edge of the stream bank. <br />When the diversion ditch is removed the drainage from the area above the mine will be diverted down <br />the drainage channel across the reclaimed area. This drainage channel will flow into the riprapped <br />channel going into the Harvey Gap drainage. <br />The estimated time table for conducting each phase of the mining and reclamation operation is: <br />Remove all structures, buildings and equipment Completed <br />Regrade all the disturbed azeas Completed <br />Reseed the regraded areas Completed <br />Apply for Phase One Bond release Completed <br />Conduct vegetation survey to determine % cover Ju]y 2000 <br />Apply for Phase Two Bond release September 2000 <br />Renewal #3 02/08/2000 90 <br />
