..
Mr. Tom Schreiner
Re.~ File #M-200/-090
November 20, 200!
Page.2 oJ4.
4. The maxirnum length of the pit wall that may be exposed (at verticle to OSH:1 V slope) at ,
any time during the operations will be 2,700 linear feet.
5. The backfilled exterior pit walls will be topsoiled above the anticipated water elevation
prior to seeding with the reclamation seed mix:
6.4.5 EXHIBIT E -Reclamation Plan ,
6, Drill logs used to determine thickness and quality of gravel reserves also indicate depth to
groundwater. This site was drilled on two occasions, last June and in November. The logs
for the .drilling in June indicate groundwater to be an average of three feet below the
surface. The logs for November indicate groundwater dropped to approximately eight
feet below the surface. Knowing this, the final elevations for the settling basins will be
developed to allow for the fluctuations and to generally allow for minor flooding of the
wetland areas in the spring.
7. .The operator will stockpile some overburden materials to be used in conjunction with the
available topsoil for soil replacement. Sufficient.materials will be stockpiled separately
from the- topsoil, to provide a seedbed of at ]east 12 to 18 inches.
8, The. operator is agreeable to making the suggested changes to the reclamation seed mix as
long as the property owner agrees (Western Mobile Northern, Inc. leases the proposed
mine site): We are in the process of determining this. If the -seed mix will change from
what we have proposed, we.will submit it to the Division as a Technical Revision to the,
permit.
~ ~.$
9 .,,,~'
6.4'.7 EXHIBIT G -Water Information
9. ,Policy 2000-4 of the State Board of Examiners of Water Well Construction and Pump
Contractors was recently adopted in October 2001. This is a new requirement,-which was
adopted after the weft permit application .for the River Valley Resource site was
submitted fo the State Engineer's Office (SEO) on August 27, 2001. However, Jeff
Deatherage of the SEO indicated that a letter requesting a variance could be submitted to
the Board for this site. According to Mr. Deatherage, the main concerns of the Board are
(1) if any permanent well structure is constructed or (2) if any water is pumped for
domestic supply that it is treated properly.
The well permit for the River Valley Resource site is for the use of temporary pumping
equipment for dewatering, gravel washing, concrete production, and asphalt production.
The well permit also accounts for the appropriation for the long-term evaporation from
the exposed surface area. Lafarge will submit a letter requesting a variance to the State
Board of Examiners of Water Well Construction and Pump Contractors detailing the
temporary uses of the pumping equipment. A copy of the approved variance will be
forwarded to the DMG when it is received. '
