The application makes note of an asphalt batch plant to be used during the operation. Under <br />Rule 6.3.3(1). please submit a brief statement or plan showing how operation of the asphalt <br />batch plant will be managed to protect against pollution of either surface or groundwater <br />during the mining operation. <br />6. Rule 6.3.3(8) requires the operator to specify dimensions of any existing or proposed roads <br />that will be used for the mining operation. Please describe any improvements necessary on <br />existing roads and any required specifications for the roads. Please note that new or <br />improved roads must be included as part of the permitted acreage. <br />7. Please identify and label existing disturbance within and/or adjacent to the permit boundary <br />(e.g., previously mined areas, roads or excavations resulting from utility construction). In <br />particular, please inform the Division the proximity of the proposed site to the Pollard Pit, <br />File No. M-83-081. <br />8. A reclamation cost estimate was included in the permit application to reclaim 9.99 acres of <br />disturbance. Under Rule 6.3.4(4), the Division may add an additional 18.5% of the direct <br />costs, which includes private contract and typical overhead costs. This additional cost is <br />required to cover indirect costs that an independent contractor would incur when performing <br />reclamation of the site. A 5% additional cost shall be added to cover the Division <br />administration cost in the event of bond forfeiture and permit revocation. <br />The following is a breakdown of the bond estimate for the site; <br />Operator estimate $2,100/acre * 9.99 acres = $20,979.00 <br />DMG Indirect Cost (18.5%) _ $3,881.00 <br />DMG Office Administrative Cost (5.0%) _ $1,049.00 <br />Total Reclamation Performance Bond = $25,900.00 <br />Please be advised that the North River Gravel Pit Extension New Application may be deemed <br />inadequate, and the application may be denied on April 12, 1999 unless the above mentioned <br />adequacy review items aze addressed to the satisfaction of the Division.
