2.C5.~ ~ ~ SUBS1DIrNCE SURVEY MONITORING AND CON'T'ROL PLAN
• An investigation of the surface of the entire existing and proposed permit areas and the adjacent
area has shown that there are no buildings, pipelines, powerlincs, ditches or other structures
which require protection.
Also, no renewable resource lands were found within the permit area. The water•beariltg strata
of the Raton and Vcrmcjo Formations which overlie the coal are not renewable resource lands
because [hey arc not truly aquifers. They supply an insignificant, if any, quantity of water to
the sttrrottnding area. Quality is generally poor, and the hydrologic properties of the strata are
also poor,
Surface land use on the existing and proposed permit areas is rangeland, which is trot a
renewable resource laltd.
`L'he only structure of any significance in the proposed subsidence am is the South Starkville
Gulch drainage. It is an ephemeral drainage south of the existing mine workings. No :tdvattce
or retreat mining took place near the drainage during the initial permit term.
!f any full extraction occurs below the drainage in the tlpmming permit term, the stream
channel will be visually surveyed to determine if any significant and detrimental profile changes
occurred.
A eleseription of all structures within and adjacent to the permit boundary is included in Section
2.05.3(3) of this permit application. "I'he lou~tions of the structures are shown on Map 13,
• Surface Facilities. Most of the facilities have been removed. The facilities which will remain are
listed in Section 2.05.4 of the permit application. No undcrgroultd activities have occurred
under the facilities which will remain, therefore, under worst possible subsidence conditions, no
material damage is anticipated.
Li the backfill area, however, the backfill material is underlain by the backEilled Mine No. 2
portals. Given that actual mine development occurred some distance from the portal area and
the direct support provided by the portal seals and backfill, no significant settlement which
could impact the backfill is anticipated.
P.itMC will conduct periodic visual inspections for any subsidence related impacts. If any
subsidence related impacts are observed, EFMC will take immediate steps to repair any areas of
concern.
n
~ I
~::~v<7aKUSrv~scn'ra7t.
