8. The spacing between highwall miner entries are addressed in SCC's MSHA Highwall
• Mining Ground Control Plan, Attachment 12-3. The pillar design is based on a safety
factor of 1.5.
9. Should the active opening being mined intersect the previous opening, the highwall
miner will pull out immediately at that point, skip the next adjacent hole and then
continue to highwall mine again.
10. Highwall miner openings shall be blocked with spoil or other suitable material before
they are abandoned. A maximum of 15 previously highwall mined holes will be left
open for visual monitoring of any pinching or squeezing of the web pillars.
•
5.2 PRODUCTION
SCC has estimated the following production and recovery for the highwall mining operation:
HIGHWALL MINING SUMMARY
Year Yoast Highwall
Mining
Tons Seneca II-W
Highwall Mining
Tons Total Highwall
Mining Tons
2004 530,000 0 530,000
2005 130,000 886,850 1,016,850
2006 0 960,100 960,100
2007 60,000 979,840 1,039,840
2008 536,090 251,620 787,710
Totals 1,256,090 3,078,410 4,334,500
5.3 RECLAMATION
As the final coal removal operation, areas where highwall mining will be used are considered
active pits until highwall mining operations are completed. Once highwall mining operations
are initiated in a given area, it is anticipated that highwall mining will be completed for that
area within a general timeframe of 4-12 months. The duration of highwall mining operations
may vary due to variations in coal characteristics, ground conditions, general operating
conditions, and highwall miner penetration. Obviously, if highwall miner penetration is
limited to 600' or less, the duration of highwall mining operations in a given area will be
shorter than if maximum penetration of 1,000' is achieved. On completion of highwall
• mining operations in a given area, SCC will proceed with reclamation activities under the
approved reclamation plans. The only instances where reclamation may be deferred
following completion of highwall mining would be areas where haul roads in spoil areas must
be retained until mining of associated areas is completed.
TR-25 12-2-6 Revised 09/04
