5.0 OPERATION PLAN <br />• SCC is proposing to highwall mine the Wadge and Woff Creek coal seams as shown on <br />Exhibit 12-1 A, Operations Plan Mining. Highwall mining at Yoast will start in the north end <br />of the currently active pit. <br />5.1 HIGHWALL MINER PLAN <br />1. The area will be surface mined according to the approved, existing mine plans. <br />2. After overburden and coal removal is completed, some highwalls and endwalls will be <br />highwall mined, see Exhibit 12-1A, Operations Plan Mining. It should be noted that <br />the area as shown in Exhibit 12-1 A is the projected final highwall location, and <br />highwall mining areas will vary based on the exact final highwall locations and <br />associated mining conditions. <br />3. Highwall mining operations will be conducted 24 hours a day 5-7 days/week <br />schedule, based on the current anticipated mine production projections. When <br />working after dark, adequate illumination for the work areas shall be provided. <br />4, Coal will be extracted utilizing the highwall miner, starting within the coal seam to <br />maximize recovery and coal quality. The highwall miner will take the entire thickness <br />of the coal seam with expected highwall miner penetration of 600' and maximum <br />penetration of 1,000 feet. <br />5. Coal will either be conveyed onto the pit floor or directly into the haulage trucks, If <br />conveyed onto the pit floor the front-end loader/dozer will stack the coal away from <br />the highwall miner for loading at a later time. <br />6. Coal haulage traffic will be routed through the pit area using the establish pit ramps <br />traveling in a one-way directional flow pattern only. <br />7. In the event of a blast occurring within 1,000 feet of the highwall miner operation, <br />the miner will cease operation and back away from the highwall a minimum of 50 <br />• feet. Upon completion of the blast and the all-clear signal given, the highwall will be <br />reexamined for any problems caused by the blast, and highwall mining operations will <br />re-commence if the highwall has been deemed safe to proceed again. <br />TR-25 12-2-5 Revised 4/04 <br />
