. . <br /> <br />13. The project water requirements include 1 acre-foot for wash ~ <br />water. On what basis was this estimate derived? <br />14. How much water is available from the Balmgartner Well Nos. 1 <br />and 2 for augmentation? The application states that other ~~~ <br />senior rights will be purchased if necessary. The Division <br />would appreciate a copy of any future correspondence concerning <br />this matter for our records. <br />15. The discussion on groundwater impacts and the inclusion of a <br />monitoring plan are adequate. The Division recommends that two <br />(2) additions to the plan be incorporated: <br />a. Wells AF, V, AND UU be monitored; and, <br />b. Notification of the dewatering plan, mitigation measures, <br />operator contacts, and Division telephone number be made to <br />potentially-affected well owners by certified mail within 30 <br />days of approval. The potentially affected parties would <br />include owners of the wells proposed for monitoring and Wells <br />AC, AD, XX, AP and WW. <br />16. Please provide additional information concerning your ability <br />to provide replacement water for well owners if local wells are <br />rendered unusable as a result of your dewatering operations. <br />17. The Division received a letter from the Central Colorado Water <br />Conservancy District on January 2, 1990 which states that their <br />well field will be ruined if mining is allowed (note that CCWCD <br />has requested a formal public hearing in connection with this <br />matter). The mining plan says these wells are abandoned and <br />that the CCWCD ditch will be used for discharge during <br />dewatering. Without an agreement between the operator and <br />CCWCD, it appears the Division must recommend denial of the <br />permit based on Section 115(4)(d) of the Act. What <br />documentation can you provide which demonstrates that such an <br />agreement has been reached with CCWCD, or that these structures <br />will not be adversely affected? <br />Reclamation Costs (Exhibit L) <br />18. This estimate does not include any provision for mobilization <br />and demobilization of equipment, removal of plant facilities <br />and buildings, and other indirect costs. Please revise your <br />estimate to include these items.
