• 3.6 PROTECTION OF NEWLY SEEDED AND PLANTED AREAS <br />If required to protect planted areas from damage by domestic livestock, a three <br />strand barbed wire, one strand smooth wire fence will be constructed around the <br />reclaimed areas of the lower portion of the road, the waste disposal and adjacent facility <br />sites. The fence will be constructed to BLM standards. Wire spacing from the ground <br />up shall be smooth wire at 10 inches, the first barbed wire 8 inches from the smooth <br />wire, the second barbed at 8 inches from the first, and the third barbed 12 inches from <br />the second. This will put the top wire at 38 inches from the ground. <br />This fence will exclude cattle from the revegetated areas until the vegetation is <br />deemed capable of supporting grazing but will not prevent livestock from accessing the <br />canyon bottoms. Minor amounts of grazing by native ungulates can be expected during <br />the late fall and winter but should not be excessive. This limited grazing may also <br />reduce the density of overwintering graminoid cover and enhance the establishment of <br />woody species. The fence will be maintained in a livestock tight condition and stretched <br />tight to prevent injury to big game wildlife. <br />• The fence will be installed in the locations shown on Figures 2.2-7C, and 3.1-5. <br />Specific areas of reclamation to be protected by the fence are: <br />a. The upper portion of the road will be protected by installing the fence from <br />the cliff on the south side of the road to the cliff to the north edge of the <br />road. This fence will not physically exclude livestock from all areas of the <br />upper portion of the road ,but will limit access to only those areas where <br />the steeper slopes will naturally y discourage livestock access <br />b. The waste disposal area, adjacent facilities and topsoil stockpile areas will <br />be protected by encircling the revegetated area with the fence. <br />c. The reclaimed area along the sides of the road will not be fenced since <br />fencing will prevent livestock traversing the road and accessing areas in <br />the canyon bottoms. This would be in direct opposition to Stipulation 5 <br />requested by the BLM Area Manager in the letter of December 3,1996. <br />d. The reconstructed drainages will not be fenced since the reclamation of <br />these areas will include mostly road surface where fencing would restrict <br />TR-22 3-19 05/07 <br />
