"Quarterly measurement frequency" means samples may be collected at any time during the calendar quarter if a <br />continual discharge occurs. If the discharge is intermittent, then samples shall be collected during the period that <br />discharge occurs. <br />10. "Recorder" requires the continuous operation of a chart andlor totalizer (or drinking water rotor meters or pump <br />hour meters where previously approved,) <br />11. "Seven (7) day average" means the arithmetic mean of all samples collected in a seven (7) consecutive day period. <br />Such seven (7) day averages shall be calculated for all calendar weeks, which aze defined as beginning on Sunday <br />and ending on Saturday. If the calendar week overlaps two months (i.e. the Sunday is in one month and the <br />Saturday in the following month), the seven (7) day average calculated for that calendar week shall be associated <br />with the month that contains the Saturday. Samples may not be used for more [Iran one (1) reporting period. <br />12. "Thirty (30) day average" means the arithmetic mean of all samples collected during a thirty (30) consecutive-day <br />period. The permittee shall report the appropriate mean of all self-monitoring sample data collected during the <br />calendar mondr on the Discharge Monitoring Reports. Samples shall not be used for more than one (1) reporting <br />period, <br />13. "Total Recoverable Metals" means that portion of a water and suspended sediment sample measured by the total <br />recoverable analytical procedure described in "Methods for Chemical Analysis of Water and Wastes, " U.S. <br />Environmental Protection Agency, March 1979 or iu equivalent. <br />14. "Visual" observation is observing the discharge to check for the presence of a visible sheen or floating oil. <br />15. "Water Quality Control Division" or "Division" means the state Water Quality Control Division as established in 25- <br />8-101 et al.) <br />Additional relevant definitions are found in the Colorado Water Quality Control Act, CRS §g 25-8-101 et sec., the <br />Colorado Discharge Permit System Regulations, Regulation 61 (5 CCR 1002-61) and other applicable regulations. <br />D. SPECIAL REQUIREMENTS <br />1. Materials Containment Plan <br />Pursuant to Sections 61.8(3)(8) and (r) of the Colorado Discharge Permit System Regulations, the permittee is <br />required to submit a Materials Containment Plan. Such a plan was previously submitted to the Division. An update <br />of the plan shall be submitted to the Division within ninety days after the effective date of this permit and must be <br />implemented. The update of dte plan shall include changes in the information and procedures for the prevention and <br />conrainnrent of spills of materials used, processed or stored at the facility which if spilled would have a reasonable <br />probability of having a visible or otherwise detrimental impact on waters of the State''-'v. The updated plan shall <br />include, but not necessarily be limited to: <br />a. An updated history of the spills which have occurred in the three years preceding the effective date of this <br />permit. The history shall include a discussion on the cause of the spills and a the preventative measures <br />designed to eliminate them from reoccurring; <br />b. An update of the reporting system which will be used to notify, at a minimum, responsible facility management, <br />the Division, the Environmental Protection Agency, downstream water users within 5 miles downstream of the <br />facility, and local health officials; <br />• c. A description of any changes in the preventative facilities (including overall facility plot) which prevent, <br />contain, or treat spills and unplanned discharges; <br />d. A current list which includes the volumes or quan[ities of all materials used, processed, or stored at the facility <br />which represent a potential spill threat to surface waters. The location of stored material shall be indicated on <br />the facility plot submitted for item c; <br />
