r1

Impacts to surface water within the permit and adjacent areas due to the surface
effects of this underground mining operation will be controlled to insure compliance with
all state and federal standards relative to water quality. These controls are addressed
in Section 2.3.1, 2.3.2, 2.3.4 and 2.3.5.
2.1.8 Existing Underground Mines
Historically, there have been small coal mining operations in the Douglas Pass
area as long as can be ascertained from opened coal seam outcrops, derelict mining
structures and small refuse sites. One such site exists in the north branch of Munger
Canyon and is associated with the fee coal property that will be part of the McClave
Canyon Mine.
2.2 SURFACE FACILITIES
Initial earthwork involved the construction and improvement of an access road to
the coal outcrop (5.9 acre upper road segment) and the excavation of a bench for an
exploratory mining operation (2.69 acres). These existing facilities, are shown on
Figure 2.2-4.
As noted in Section 2.1, the bench was excavated to only the size necessary for
i•
its intended purpose, an access road was provided along a hillside, above and adjacent
to an ephemeral drainage wide enough for the desired road used, approximately 30
feet. A diversion ditch and a MSHA required berm are included along the upper
stretches of the road. Some fill was used along the road to minimize the width of the
cut and the gradient of the access road. All excavation was conducted to create the
most moderate slope and grade possible.
A general description of existing facilities within this work area is provided in
Section 2.1, with specific information contained in the following subsections.
Permit Renewal
2-5
09/03
