volumetric capacity of at least 150% the capacity of the tank or combined tanks. Please provide either <br />designs and plans depicting the dimensions and materials of the engineered impoundment or a <br />commitment to provide such information via a technical revision at some future date, and prior to any site <br />disturbance, so the Division can calculate an itemized cost for removal of these structures.. <br />6.4.5 EXHIBIT E -Reclamation Plan <br />32. The applicant has specified the post-mining land use is wildlife habitat. Based on the information <br />provided to date, it appeazs the 500+ acre permit azea has limited value for wildlife habitat. Please indicate <br />what specific measures the applicant will implement to enhance the potential of the affected land for <br />wildlife habitat and what species will be benefited by such measures. <br />33. The applicant has specified that they will replace topsoil at a thickness of 2-4" for azeas to be re- <br />vegetated. The Division recognizes there is minimal topsoil available for salvage and use in reclamation; <br />however, for best re-vegetation success we suggest the applicant consider a minimal soil cover of at least <br />6" for azeas to be reseeded to a grass mix, and a soil cover of at least 24" for azeas to be planted with tree <br />and shrub transplants. (LJp to 18" of the 24" soil cover may be comprised of subsoil and/or plant <br />processing fines). With these considerations, the applicant may want to prioritize azeas for topsoil use <br />where grass, and tree and shrub growth is desired. Please respond. <br />34. In conformance with Rule 6.4.5(2)(fJ, please specify the time of yeaz or season when trees and shrubs <br />will be planted. Also, please specify the minimum number (or density per acre) of trees and shrubs <br />surviving at the time of bond release. Finally, the Division requests that the applicant commit to either a <br />watering program to help establish the trees and shrubs or a contingency plan for tree and shrub <br />establishment assuming a 50% failure rate during the first 2 years of establishment. <br />35. The applicant has proposed a watering program, using a variety of methods, to enhance the viability of <br />newly established vegetation. This may be particulazly beneficiai to help establish healthy tree and shrub <br />transplants. In conformance with Rule 6.4.5(2), please describe the estimated volume of water that maybe <br />needed, the source of water to be used, how the water will be applied to the trees and shrub transplants, <br />and the length of time required for watering. <br />6.4.7 EXHIBIT G -Water Information <br />36. The applicant has indicated that the only water requirement for this project is for dust control and <br />possibly for irrigation of re-vegetated azeas in the eazly stages of plant growth. The applicant has estimated <br />the initial daily water requirement to be 30,000 gallons per day. In conformance with Rule 6.4.7(3), please <br />clarify whether this estimated daily water requirement pertains to the initial development stage or the <br />mining phase of the operation. Also, please provide an estimate of the daily or annual water requirement <br />for irrigation of tree and shrub transplants during final reclamation. <br />37. In conformance with Rule 6.4.7(4), please provide the projected amount from each of the sources of <br />water to supply the project water requirements for the mining operation and reclamation. <br />38. In conformance with Rule 6.4.7{5), please affirmatively state that the Applicant has acquired (or has <br />applied for) a National Pollutant Dischazge Elimination System (NPDES) permit from the Water Quality <br />Control Division at the Colorado Department of Health. <br />
