19. Please provide a detailed estimate of project water
requirements, including both raw water and consumptive use
needs, during mining and reclamation phases. Provide sufficient
quantitative information to demonstrate that the proposed
physical source of water is adeouate to meet raw water
requirements, and that the water rights are sufficient to fully
augment projected consumptive uses. (In estimating water use
and consumption, be sure to include an allowance for the
moisture content of material removed from the site in addition
to "active" water usage and evaporation losses.)
20, Please indicate whether or not you have applied for a Plan for
Augmentation, Chance in Use of Water Right andlor Substitute
Supply Plan in connection with this operation,
VEGETATION INFORt4ATI0N (EXHIBIT J)
21. Your application contains recommendations for reveaetation of
the site, but is lacking an inventory of current vegetative
cover. Please submit this information (the SCS should be able
to provide you with assistance in compiling the required data).
RECLAMA"ION COSTS (EXHIBIT L)
22. The reclamation cost estimate should reflect the total amount
it would cost the State of Colorado to fully reclaim the site,
using independent contractors, if the operator were to default
at the time of maximum disturbance of the site. This estimate
should include an allowance (usually 15.8e of direct costs) for
mobilizationldemobilization of eouipment and other indirect
costs. For operations of this type, acceptable reclamation
cost estimates typically fall in the range of 52,000 to £3,000
per acre of disturbance. (See also Cortment Nos. 12 and 14 ).
Please provide a more detailed itemization of the costs to
reclaim the site in view of the criteria set forth above, and a
description of the physical configuration of the site at the ~
time of maximum disturbance.
23. Please provide at least two idealized cross-sections
(North-South and East-West) through the site showing its
configuration at the following three stases: ~i
a) Pre-Mining (Existing):
b) During mining at time of maximum disturbance: and
c) Upon completion of reclamation.
