Embankment Desion and Construction <br />The embankment foundation area was cleared of organic matter prior to <br />construction. The fill material was free of sod, large roots, other large <br />vegetation matter, frozen soil, and coal processing wastes. <br /> <br />is <br />Material for both the I:eyway and the embankment came from a borrow area <br />adjacent to the site. Topsoil from the borrow area (approximately one <br />acre-foot) was salvaged and stockpiled in topsoil stockpile I-I (see <br />Exhibit 12-1). Approximately 15,500 cubic yards of rtiaterial was needed <br />from the borrow area for keyway and embankment construction. An average <br />depth of approximately eight feet of suitable material was removed from <br />the borrow area for construction purposes. <br />The placing and spreading of fill material proceeded from the lowest point <br />on the embankment (keyway) in horizontal layers of such thickness as to <br />allow for a minimum compaction of 93 percent of standard proctor. <br />Compaction tests were run on approximately every 2,500 cubic yards of <br />material placed in the embankment (see Addendum D). Results of these <br />tests are kept on file at the mine engineering office and will be <br />available -for inspection if requested. Both the upstream and downstream <br />slopes of the embankment are 3h:ly or flatter. <br />During the 100-year storm, with the emergency spillway functioning as <br />designed, there will be 1.7 feet of freeboard. Taking into account up to <br />5 percent settlement (1 ft.), there will still be 0.7 feet of freeboard. <br />The entire embankment, including borrow areas, disturbed by construction <br />were stabilized with respect to erosion by.seedina the area immediately <br />after construction was completed. Areas in which the vegetation is not <br />successful or where rills and gullies develop, will be repaired and <br />revegetated in accordance with Peabody's rill and gully plan. <br />Construction Summary <br />In accordance with Rule 4, Part 4.05.6(7) of the Rules and Regulations of <br />the Colorado Mined Land Reclamation Board pursuant to the Colorado Surface <br />Coal Mining Reclamation Act 34-33-101 et seq., I, James Gary Schlenvogt, <br />7-6f.1-9 <br />
