COC-350000 • EFFLUENT LIitITATIONS AND MONITORIIJG REQUIREMENTS 2. stormwater Management Plan (continued) In the areas of coal mining facilities directly regulated by effluent limitations, it is expected that, through actions directed at achieving compliance with these limitations, the permittee will effectively control most site stormwater discharges. However, in other areas, this may not be the case. Some of the discharges are outside the coverage of the diversion ditches and sedimentation ponds required under the facility's Colorado Mined Land Reclamation Division (CMLRD) permit. Examples of such areas are roads and railroad Lines used for transportation to and from the site, oucslopes of ponds, inactive loadoucs, sites used for storage and maintenance of material handling equipment and areas granted small area exemptions. The plan shall describe all areas that have nor been previously permitted, but meet the definition of a stormwater discharge in 40 CFR 122.26, and shall include a map (or maps) denoting the affected areas. The map(s) shall show the location of the discharge(s) or drainage areas and indicate the receiving waters. The map(s) shall label each stormwater oucfall with a three digit number beginning with the next number afcar the last numher assigned co surface runoff outfalls. The plan shall describe the controls and/or procedures [hat specifically address the goal of minimizing or elimiracing the pollution from Chest scurces. T_n some cases, this may entaLi construction of physical facilities. In ocher cases, it may entail developing new methods of operation or material handling and/or replacement of materials with those that are less polluting. The permittee shall make the appropriate determinations and receive the appropriate approvals from [he CMLRD. Where necessary, the plan shall include a schedule of activities and/or construction witb a reasonable timetable for implementation of any new operations or construction of new facilities necessary to achieve the required goals. The timetable shall allow for attainment of operational level as expediently as possible, but in no case after June 30. 199.5, in conformance with Part 402(p)(4)(A) of the Federal Clean Water Act. The Division will ensure chat no proposed timetable is excessively Lengthy. Specific Requirements; a) A cove of the elan shall be kept on-site and shall be readily available to all personnel involved with compliance with the plan. b) The plan shall contain a statement of certification, signed by top management, supporting compliance with the stated goals. • c) Records pertaining to implementation of the plan shall be kept in a log and made available on request to Division, CMLRD and EPA representatives (see Part [.C.4.).
