Stormwater Manaeemenc Plan (continued) <br />• <br /> <br />d) The plan shall include a list of personnel directly responsible <br />for stormwater management. The plan shall describe the procedures <br />to be followed for personnel [o judge compliance with the SWMP. <br />e) The plan shall provide for proper training of affected employees <br />in techniques and procedures that will assure achievement of all <br />stated goals. <br />f) The permittee shall amend [his plan a[ any time if there i.s a <br />chance in operation that will or may result in a de[ericracion in <br />the quality of pollutants addressed by this plan, or if the plan <br />is shown to be ineffective in achieving the specified goals. A <br />copy of the amended plan shall be submitted to the Division and <br />the CMLRD within 30 days, along with an erplanacion of the reason <br />for the amendment. If the Division finds the amended plan to be <br />inadequate, or if the procedures established are shown co be <br />ineffective once in place, the permittee shall develop and employ <br />new procedures. <br />g) The permittee shall submit ar.nuai reports due on the anniversary <br />date of the specific Facility cercificacion. Each report shall be <br />signed and certified (sae Part I.C.6.j and shal'_ include a <br />statement affirming that a thorough inspection of all affected <br />operations covered under [his plan has occurred at leas[ once per <br />yuarcer during the period covered by the report. zf the <br />inspection detects complete conformance with the plan, this shall <br />be so stated. If the inspection shows the plan to be <br />inappropriate or ineffective in any area, the annual report shall <br />address how the permittee has corrected or intends to correct this <br />deficiency. All annual reports shall become a part of this permit <br />by reference. <br />h) Whenever a facility or a portion of a facility enters the <br />post-mining phase, it is likely that the overall configuration of <br />the site will change considerably. As the land is reclaimed, <br />roads, railroad lines and structures will be removed, and <br />significanr. reshaping of r.he surface will occur. Prior co the <br />time when new vegetation becomes established, the surface areas <br />will be subject to potentially significant erosion. The permittee <br />will need to take adequate measures in order to minimize this <br />erosion. Therefore, ac the time of pose-mining, the permittee <br />shall amend the plan to include specific procedures to minimize <br />erosion and other factors that contribute to the discharge of <br />total suspended solids and other pollutants from newly reclaimed <br />areas. A copy of the amended plan shall be submitted to the <br />Division and the CIILRD with the amendment request to change from <br />active to post-mining requirements. <br />
