EXHIBIT D MINING PLAN (coNr.) <br />moderate permeability and the available water capacity is high. <br />It falls in the capability subclass IIC nonirrigated. <br />Unit 118, Wages loam - 0 to 3% Slopes; is a grayish brown loam <br />that is well drained. It is located on two small sections on the <br />south part of the site and covers approximately 8.00 acres ± or <br />17.10s of the permitted area. This soil is described as <br />averaging 4 to 14 inches deep. It falls in the capability <br />subclass IIIe nonirrigated. <br />Calculations based on the soils report and on site <br />observations suggest that sufficient quantities of soil will be <br />available to reclaim the disturbed lands to their present <br />condition. The soils in this area may not be of the highest <br />quality, but when salvaged and replaced should be capable of <br />growing vegetation consistent with what is there now. The <br />average depth of topsoil on the site according to the NRCS report <br />is 2 to 15 inches deep. However, we have found that all but the <br />upper 6 inches has little value for reclamation. The remaining 9 <br />inches of material is valuable binder material used in making <br />asphalt. Using 6 inches we calculate there should be 24,550 YD' <br />of growth medium available for recoiling the disturbed area. Be <br />assured we will retain enough growth medium on the site to assure <br />reclamation and revegetation is successful. The topsoil <br />stockpiles will be located around the excavation to reduce the <br />haul distances when reclamation starts. If the soil stockpiles <br />remain undisturbed for more than one year a cover crop of Crested <br />Wheatgrass at a rate of 2# plc/100 sq-ft will be planted on them. <br />MINING PLAN <br />Of the 40.32 acres ± in the permit area 30.44 acres ± will <br />be disturbed by the mining operation. Pre-1973 mining began on a <br />small part of the southwest side of the mine. When the 111 <br />permit was done 1.67 acres of this area was included in the <br />permit because it still contained gravel. This pre-1973 area was <br />redisturbed and will be reclaimed. Once this application is <br />approved mining will resume on the existing mine face and <br />stockpiled gravel left from the highway project will be hauled <br />from the site. The mine will expand from that area to the north <br />and east until mining is complete. Topsoil was stripped from the <br />mined area and stockpiled along the southern perimeter or on the <br />mined floor of the permit area in places where it would not be <br />disturbed. We have mined 5.60 acres in the 111 permit area and <br />will continue to mine into the east face of that site until we <br />reach the east permit boundary. Mining will then swing to the <br />north and work the east west gravel fingers on the site. <br />Processing will remain in the Plant site area on the south side <br />of the mine. <br />We will maintain a 25-foot setback from the permit boundary <br />so there is room to get around the tops of the slope for <br />maintenance, grading and shaping. Being a dry operation, we will <br />mine to the top of the bedrock that lies on a level plane under <br />the gravel deposit. In the existing operation this floor area <br />sits at approximately 4095 feet sea level datum. It will be even <br />with or above the toe elevation of the NSRI canal bank so no <br />excavation will take place below the canal. The working face is <br />8 <br />
