Mr. Buck Barnhart
September 8, 1981
page -4-
example, topsoiling costs for operations of this magnitude are one dollar
per acre. Seeding costs, especially if trees are to be planted, will be
considerably more than $10.00 per acre. ($150.00 per acre being more typical).
Reestablishing the slopes of the lake will entail backfilling as well as
grading and thus may cost more than $250.00 per acre.
3) Considering the necessity for recalculating the bonding costs (as I have
mentioned above) and the possible change to the reclamation plan (due to
changes in reclamation planting, for example), I feel that a considerably
higher bond will be necessary for this operation. Typically major distur-
bance is bonded at a rate of no less than 1,000.00/acre.
Exhibit M
.How does the legal description given in the special use permit relate to the
X legal description given for this permit application?
Exhibit N
,/ Will a fugitive dust control permit be required for this operation (from the
J~ Colorado Dept. of Health)1
I have tried to be comprehensive in my review of this application. Many of
my questions and comments are points of clarification. Thus, 1 feel that
[his application can be ready for the Sept. 23-24 meeting. If you have any
questions cancerning anything in this letter, please call me. I will be in
the field on Thursday and Friday of this week, but will be in the office all
of next week.
Sincerely,
~,
Mark S. Loye
Reclamation Specialist
