Mr. Buck Barnhart
September 8, 1981
page -3-
X 3) It should be clear if the seeding is to be broadcast or drilled.
4) I note [hat the Division of Wildlife recommends the use of Russian olive
and wild plum in reclamation. Considering that the proposed future land use
~lGr;~ is to be wildlife habitat, I feel that these recommednations should beco9e a
u part of the reclamation plan. Please clarify the methodology of lantin
<~ / for these two species. Again, a map showing where and in what densities
~" Q these species will be planted would be useful in this regard.
5) Will fertilization be used with the seedingl If so, what fertilization
~s plannedl
6) If a straw mulch is used, I suggest a rate of at least two tons per acre,
mechanically crimped into the soil. A net-type mulch such as jute would, of
~•course, be tacked down in some manner. In any case, I feel that a mulch will
be necessary in this situation.
Exhibit G
1) As I mentioned above, all water courses should be protected from sediment
u during the mining operation.
2) Will water be used for such things as dust control or crushing and screen-
ing? Water will also be hauled away with the product (even after draining).
N ~, The amounts of water used for these purposes should 6e calculated. An in-
w,^`~ 7 dustrial use water right will be necessary for any consumptive uses.
w~"`~ 3) I have not yet received [he review letter for this application from the
Division of Water Resources. As soon as I receive the letter, I will either
~ ar pass along its contents to you or send it to you. In anticipation of what
`1`(~~;,~_ the letter will probably say, however, I should mention that the Division has
been concerned that a well permit be acquired for lakes planned for reclama-
t~on. They have been considering such lakes as wells under the law. You
may wish to contact Dick Stenzel at the Division of Water Resources to clarify
this matter further.
Exhibit H
As I mentioned above, the addition of Russian olive and wild plum to the
reclamation planting and sinuousity to the lake shores is vital to the future
land use as you have outlined it.
Exhibit I
\ / How are the soils given in this exhibit tied in with the map of the affected
J~ land? How does the depth of these soils vary over the affected land?
Exhibit J
~/ How do the vegetation groupings given tie in with the map of the affected land?
Exhibit L
1) The bond calculation for the various levels of disturbance is somewhat
confusing. Major disturbance will require grading, topsoiling and seeding,
S.g not merely grading. Similarly, moderate disturbance will require topsoiling
;,,rfS and seeding, not merely topsoiling. Also, the seeding costs are confusing.
~ ,,(.~ 2) The costs for topsoiling, grading, and seeding seem quite low. For
J~~} ir{ S,~e .
,..1
