EXECUTIVE SUMMARY
A jurisdictional wetland delineation was conducted August 19, 2003 by Savage and
Savage within the boundaries of the Tucson site. The site was evaluated for the three
jurisdictional wetland criteria.; hydrophytic vegetation, hydric soils, and a hydrologic
regime indicative of inundation or saturation. Potential jurisdictional wetlands and waters
of the United States were identified and mapped within the site. Waters of the United
States (other than wetlands) were identified within the South Platte River. All of the
potential wetlands located on the site aze non-jurisdictional. Non jurisdictional potential
wetlands include a sideslope seep located along portions of the west boundazy of the site,
two depressions also located near the west boundary of the site, and a discontinuous Swale
ending at the earthen levee at the east boundary of the site. All of the previously
mentioned potential wetlands aze not surface connected to a tributary system and aze
therefore non jurisdictional according to the SWANCC decision of January 9, 2001.
Waters of the United States were not measured, as they aze not slated for disturbance.
INTRODUCTION
Savage and Savage was contracted by Aggregate Industries to delineate the Tucson site
thought to contain waters of the United States and potential wetlands. The Tucson site
consists of four pazcels comprising approximately 316 acres contained within the El/z and
SW'/a of Section 1 ar_d the NW'/s of Section l2, Township 1 South, Range 67 West of the
S+;ch P.:me Meridian, Adams County, Colorado. Thee parcels are situated rorth of
Colorado State Highway 7 and bisected by Tucson Street, the remaining parcel is located
south of Colorado State Highway 7. Generall;, the site is located between the South
Platte River to the east and the Brighton Ditch to the west. Currently, the site has several
ongoing land uses including agriculture (cattle feed, corn, and fallow- fields), a feedlot,
residential, and oil/gas production. Adjacent land uses include residential, agriculture, and
existing sand and gravel extraction operations. (Figure i, General Location Map)
The purpose of this delineation was to identify.and map potential wetlands and Waters of
the Unified States within the area of interest in advance of final planning for mineral
extraction and development of this area. Savage and Savage conducted fieldwork August
19, 2003. (Figure 2, Wetland Map)
SITE CHARACTERISTICS
Topography and Geomarphic Featares
The most significant topographic feature within and adjacent to the site is the South Platte
River, winch is located along the east boundary of the project site. The Tucson prcject
site is located on the primary alluvial terrace cf the South Platte River and slopes gently
Tucson Project Jurisdictional Welland Delineation and Detenninaticn Page t
