<br /> <br />RECLAMATION PLAN <br /> <br />EXHIBIT "E" <br />Items (1) and (2) a general instructions and comments on preparation of the plan. Specifics <br />start at (2) (a) and are as follows: <br />(2) Explanation of all general requirements for the type of reclamation proposed: <br />(a) A description of the type of reclamation proposed to be achieved in the reclamation of the <br />affected land and why chosen, the amount of acreage accorded to each, and a general <br />discussion of methods of reclamation as related to the mechanics of dirt moving. <br />The applicant has chosen private recreational lakes as the reclamation of this site. The maximum <br />acreage that will be affected at any one time is 75 acres with cell to be mined ranging from 15 acres <br />to 35 acres, plus 25 acres rail spur and loadout area. The mechanics of earthmoving will consist of <br />backsloping the pi[ area and topsoiling with material from the site. There is no overburden in the <br />deposit to be handled. The stripping and stockpiling will be accomplished by front end loaders, <br />scrapers and dozers with any combination thereof. The lake floor will be lefr level. As per Rule <br />3.1.5(7) which states in part "In all cases where a lake or pond is produced as a portion of the <br />Reclamation Plan, all slopes, unless steeper that 2:l (horizontal to vertical ratio), except from 5 feet <br />above to ]0 feet below the expected water line where slope shall not be steeper than 3:1." This plan <br />will be implemented by the applicant to be consistent with the Rule. <br />(b) A comparison of the proposed post-mining land use to other land uses in the vicinity and <br />to adopted state and local use. <br />The proposed private recreational lakes post-mining use has been approved by the local land use <br />authorities and an augmentation plan is being developed by Argo Engineering, Inc. for approval by <br />the State Engineer. The area has been used primarily as rangeland by the applicanbowner which <br />is similar [o the balance of their ranch operation. A major sand and gravel operation adjoins this <br />project immediately on [he west. Other surrounding land uses are irrigated farmland and rangeland <br />pasture. <br />(c) A description of how the Reclamation Plan will be implemented to meet each applicable <br />requirement of Section 3.1. <br />3.1.1 Establishing post-mining use. <br />The owner/ applicant believes that aggregate extraction and private recreational lakes formed during <br />mining is the highest and best use of this parcel and will enhance the area when completed. <br /> <br />Page 1 of 6 <br />
