CRUSHING AND STOCKPILE AREAS The excavated gravel resource is crushed and stockpiled <br />according to size wdhin the extraction area Maximum processing is approximately 3.000 Ions per day <br />Since a portable crusher is used, the IoCation of the uushing operation changes as the mining proceeds <br />across the resource area Crushing apparatus will be operated underlhe stipulations contained within <br />the Construction (Air) Permit issued by the Colorado Depanment of Public Health and Environment. <br />Approximately 20.000 tons of used asphalt pavement and concrete rubble may also be stockpiled within <br />the extraction area for future ausMng. Once the asphalt and concrete are crushed to proper size, it is <br />stockpiled for use as recycled materials in new construction. <br />HAUL ROAD -Private drive access to the site is gained from River Road which is well maintained and in <br />good repair Anew 150 loot long paved surface haul road will De constructed between the roadway and <br />the mine sRe together wuh a new 750 foot long acceleration lane along the south side of River Road The <br />alignment of the haul route eMends to the mine Boor and is shown on the accompanying Mining Plan <br />Map. <br />The haul road location will not change between the point at which R reaches the mine floor and River <br />Road. until the last phase of mining occurs <br />The following minimum standards vmfl be incorporated into the haul road construction R@C9~V~ <br />• 28 foot paved width wnh 3 foot gravel shoulders JUN 0 52006 <br />• 6ghl inches of compacted Class 6 Aggregate Base Course surface <br />• 50 loot relums Grand Junction Flnld Office <br />• 18 inch culveA Divirrion o1 Minerals & Grrobpy <br />• Stop sign <br />• Any other improvements required by Mesa County's Access Permit <br />Speed limit and other traffic control signs will De installed along the entire length of the haul road and <br />wuhin the mine sde Water will be used on a continual basis to control dust on the haul road and within <br />the mining area. <br />PETROLEUM STORAGE- There will be no permanent storage of fuel on the sNe However, a 10.000 <br />gallon portable diesel fuel tank will be located near the gravel cnrshmg unit when d is present All fuel Nell <br />be stored in above ground steel tank(s) and will have a neoprene Ilner below a layer of soil and in the <br />conlalment dikes to prevent any discharges of fuel from leaving the site or percolating into the ground. <br />The compacted soil dikes are to be consirvded In a fashion to contain al least 110 percent of the volume <br />of the largest fuel storage vessel within the containment area. A policy (or the handling and disposal of <br />hazarctous waste wilt be established for the operation. A key element of the policy will include annual <br />lreminy for all workers at the facility for spill containment and controls m the event that a spill should <br />occur. Another componeN of the policy includes notification of appropriate regulatory agencies when a <br />release of more than 25 gallons of a petroleum product occurs A reportable spill of any toxic or <br />hazardous substance (including spill of petroleum products) wthin Iho permit area are reportable to any <br />Division of the Colorado Department of Public Health and the Environment. the national Response <br />Center, the Colorado Emergency Planning Commission. a local Emergenq Planning Commisswn, a local <br />Emergency Planrnng Committee. or the Sate Oil laspedor. The operator shall notiry the Office of a <br />reportable spill within the permit area using the same timeframe required by the perms. license, notice. <br />Act, Rule or Regulation governing the reporting of the spill to the appropriate agency. Notice of a <br />reponable spill shall be Faxerl to. Minerals Program Supervisor. Division of Minerals and Geology. FAX <br />(303) 832-8106.
