MANAGEMENT RECOMMENDATIONS <br />5RT139 (Map 6, Table 4) • <br />The presence of a Cody Complex artifact on a sine has <br />never before been recorded in north-central Colorado. This, <br />in combination with the Likelihood that the artifact came <br />from a subsurface situation, the size of the site, and the <br />probability of the presence of other subsurface materia: sug- <br />gests that this site is probably eligible to the National <br />Register of Historic Places. Since the site is within the <br />L00-foot recovery line of the mine, avoidance is imposslbLe. <br />As avoidance is not possible, testing to determine the signi- <br />ficance and location of discreet units within the site, tempo- <br />ra11y and spatially, is recommended. Then, if significant <br />cultural deposits are encountered during testing, excavation <br />by an approporate research design will be accomplished. <br />If the Principal Investigator finds the subsurface <br />cultural material fulfills the Legal criteria for signifi- <br />cance, Seneca Coals, Ltd., will contact an independent consul- <br /> <br />tant to provide a second opinion by field inspection. If • <br />significance is established, a mitigation plan will be sub- <br />mitted and a determination of no adverse effect requested. <br />If the determination of no adverse effect is granted, miti- <br />gation will commence with the intention of completing field- <br />work by September L, 1980. <br />It is recommended that the determination of signifi- <br />cance take the form of test excavations in two steps. The <br />first step should consist of (a) the excavation of one-by-one <br />meter units in the immediate vicinity of the original proven- <br />ience of the Scottsbluff point, and in areas of high artifact <br />density as revealed by mapping, and (b) the excavation of <br />small backhoe trenches in selected areas across the site. <br />Though the backhoe is a rather crude method of excavation, <br />the site is approximately one-quarter of a section in extent. <br />Careful excavation of enough test squares across the site to <br />adequately assess significance would be extremely time and • <br />Labor consuming. <br />30 <br />
