While the Hoard may in its discretion, where good cause <br />is shown, allow some limited additional time, the Board may also <br />reduce the time allotted to a party if the party persists in <br />presenting repetitive material or evidence that is not pertinent to <br />the Board's decision. <br />Unused time may be saved and used in subsequent rebuttal or <br />closing statements. <br />At the conclusion of each party's presentation, the other <br />parties will be afforded a reasonable opportunity to cross examine <br />all witnesses who have testified. While the Board will ensure that <br />cross examinbation is conducted efficiently and stays on point, <br />cross examination time does not count toward the stated time <br />limits. <br />The Board is particularly appreciative whenever a party can <br />present its evidence in less then the full allotted time. <br />1. Introduction by Division. (5 minutes). <br />2. Applicant's Presentation of Its Case (40 minutes). <br />3. Objectors' Presentation of Their Case (40 minutes). If <br />Boulder County withdraws as an objector, the time limit may be <br />rreduced to 30 minutes. The objectors are requested to meet, decide <br />how to share this time, and coordinate their presentations. If the <br />objectors fail to agree, the Board may at hearing direct how the <br />time will be allocated. <br />4. Division Presentation and Recommendation (10 minutes). <br />5. Public Comment Period. At this time, members of the <br />public or others who are not parties may address the Board. <br />Normally, each speaker is expected not to consume more than 5 <br />minutes. If the number of speakers is very large, the Board may <br />impose further time limits. <br />6. Applicant's Rebuttal Case (15 minutes). <br />7. Onjectors' Rebuttal Case (15 minutes). <br />8. Applicant Closing Argument (5 minutes). <br />9. Objectors Closing Argument (5 minutes). <br />At this point, the Board will close the hearing and discuss <br />and deliberate its decision. While the Board may direct questions <br />to the witnesses or the parties,no further evidence, testimony, or <br />argument will be permitted. <br />
