Section 780.181 b) Continued
grazing can be reestablished Kerr's original estimate of 13 to 14 years is based upon
the requirement of Section 816.116(bllt) being met. Kerr does not believe it will take
13 to 14 years before successful revegetation can be achieved but does anticipate
that up to 11 to 12 years will be needed to achieve the ground cover required to meet
revegetation success standards.
Kerr is aware of differences in the OSM and DMG regulations regarding the time-frame
which initiates the commencement of the liability period. Kerr will comply with the
requirement of 30 CFR 816.115. Since it is impossible at the present time to place a
definite time-frame or outline management practices due to the likelihood of BLM
changing the current allotment boundaries and season of use, these details will be
submitted to the DMG at least one year prior to the initiation of long-term grazing or
other management-related practices.
When long-term grazing is reestablished, grazing management plans will be flexible to
assure that stock rates are adjusted to the annual level of forage produced. Fencing,
• salting, watering and associated management practices will be implemented as
described in Section 816.115. Undisturbed lands within the mine plan area will be
managed as in the past.
TR-19 780-83c Revised 11/98
