Section 780.18(b) Continued <br />Irrigation Plan <br />No irrigation is planned for areas to be seeded or mulched. With the exception of <br />initial watering of transplanted shrubs, no irrigation will be employed in connection <br />with previous reclamation activities at the Marr Mine. <br />Pest and Disease Control Plan <br />Noxious weeds as defined in Section 701.5 will be controlled using methodologies <br />developed in cooperation with the Jackson County Weed Coordinator. If outbreaks of <br />insects become a problem to the point that they endanger successful reestablishment <br />of vegetation on reclaimed areas, they will also be controlled using the methodologies <br />suggested by the Jackson County Weed Coordinator or County Extension Agent. The <br />following describes ongoing and proposed future efforts to control noxious weeds. <br />Background -Reclamation at the Marr Mine began in 1978 and included ongoing <br />backfilling, grading, topsoil replacement, and revegetation activities. Active mining <br />operations and related activities were suspended and final reclamation activities <br />initiated at the end of January 1993. Final backfilling, regrading, topsoiling, and mulch <br />crop seeding of major disturbance areas associated with the 720 Pit and Pit 1 were <br />completed during 1995. Supplemental backfilling, grading, topsoiling, and final <br />reclamation seeding of the Pit 1 disturbance area was completed in 1996. All <br />reclamation seedings utilized certified weed-free seed. <br />In 1996, Kerr hired Jackson County to spray for noxious weeds along the light-use <br />road to the shop and in selected areas south and west of the shop to control Canada <br />and Scotch thistle. During July 1997, selective spraying was conducted on <br />approximately 20 acres to control and eliminate minor infestations of Canada and <br />Scotch thistle. During September 1998, selective spraying to control Canada and <br />Scotch thistle was conducted on approximately 25 additional acres. No musk thistle <br />has been observed since 1996. Previously sprayed areas are inspected the following <br />spring to evaluate weed control success. Re-spraying is conducted as necessary to <br />assure effective control and elimination of noxious weeds. <br />Monitoring Methodology/Schedule -Any occurrences of noxious weed infestations are <br />identified by the following visual methods: <br />TR-19 780-83 Revised 1 1 /98 <br />
