Section 780.181b) Continued.
relief and because little excavation, filling, or grading was required to construct the
facility, the extent of final grading will be minimal.
The area will be graded using bulldozers and motorgraders, and it will be smoothed to
blend with the surrounding undisturbed area, except that the existing perimeter berm
will be retained to provide long-term drainage control. The postmining topography
will generally be consistent with the original topography as shown on Map 35, Kerr
Tipple Area Premining Topography; Map 37, Kerr Tipple Area Postmining Topography;
and Map 39, Kerr Tipple Area Premining and Postmining Cross Sections.
Although the slopes at the Kerr Tipple Area are minimal, care will be taken to do all
final grading and preparation of the site for topsoil replacement along the contour in
order to minimize any erosion or instability of the topsoil.
lr 1
W
Postmining Drainage
During active mining and reclamation operations, site drainage for all effected areas
will be effectively addressed by the drainage and sediment network previously
described in Section 947.780.12 and detailed in Exhibit 42, Drainage and Sediment
Control Plan.
Following reclamation, most of the drainage and sediment control facilities will remain
in place, continuing to provide runoff, erosion, and sediment control during the
extended liability period. Upon receipt of a determination of revegetation success and
confirmation that runoff water quality from reclaimed areas is comparable to either
applicable effluent standards or baseline conditions, drainage and sediment control
structures will be removed and the associated disturbance reclaimed.
In addition to the short-term drainage and sediment control measures described, Kerr
has developed long-term postmining drainage plans for all mine disturbance areas.
The postmining drainage system includes
TR-19 780-70 Revised August 1999
