Harris has not had a federal or state operation permit revoked in <br />the five years previous to the date of this application nor has Mt. <br />Harris forfeited operation bond or similar security deposited in lieu of <br />bend. Since no suspension, revocation or forfeiture has occurred, <br />Section 2.03.5 (2) is not applicable to this application. <br />Since Mt.
