used involves areas which have been topsoiled with material treated with the <br />• Madge Rotoclear. The 1•ladge Rotoclear incorporates herbaceous and <br />woody material into the top portion of topsoil which is to be removed, <br />Thus, the reapplied topsoil already contains a natural mulch. <br />In summary, there are several basic components for soil stabilization <br />included in the reclamation plan currently utilized at CYCC. The first <br />involves proper postrnir~ing topography design which determines backfilling <br />and regrading activities. After the areas are topsoiled, chisel plowing and <br />seeding are done followed by the inscription of contour furrows or ripping. <br />In order to maximize the ability of the latter three components to <br />stabilize the soil, timing is critical. Colorado Yampa Coal Company will <br />complete all three activities within the same field season if topsoil is <br />redistributed in the summer or fall. In the event of winter topsoiling, <br />when all activities can not be accomplished prior to major snowfall or <br />freeze up of topsoil, CYCC will implement contour furrowing or ripping <br />after topsoil redistribution. Any remaining activities will be completed as <br />• soon as practical following the winter season. <br />Reclamation Plan for Excessive Rilling and Gullying <br />As indicated by the Division in Rule 4.14.6 (1), repair should be <br />initiated when rilling and gullying exceeds 9 inches. In contrast to the 9 <br />inch limit, the revised (02-06-87) Utfice of Surface Mining Program <br />Performance Standards 816.95(b) indicate the fol]owing: <br />(b) Rills and gullies which form in areas that have been <br />regraded and topsoiled and which either (1) disrupt the <br />approved postmining land use or the reestablishment of the <br />vegetative cover, or (2) cause or contribute to a violation <br />of water quality standards for receiving streams shall be <br />filled, regraded, or otherwise stabilized; topsoil shall be <br />replaced; and the areas shall be reseeded or replanted. <br />.
