• Reclamation <br />Once the first 50-foot lift of the coal mine waste disposal site is complete, the <br />construction face below the completed bench will be reclaimed. This will be <br />accomplished by salvaging topsoil and coverfill from the undisturbed area above <br />the completed bench and placing the material on the completed construction <br />face. Approximately 2-feet of coverfill and 2-feet of topsoil will be placed on the <br />completed construction face. Excess topsoil, if any, will be placed in the topsoil <br />stockpile. The completed construction face will be prepared, seeded with the <br />permanent seed mixture and mulched as explained below. <br />Succeeding benches will be constructed and reclaimed in the same manner. <br />The topsoil pile is a live stockpile. Topsoil will be added to the pile until initiation <br />of reclamation of the fourth bench. Based on experience on the existing gob pile, <br />adequate coverfill material will be salvaged in advance of each construction face <br />so excess coverfill will not be salvaged except to the extent necessary to bring <br />the coverfill stockpile up to capacity to be used to reclaim the top construction <br />face and the top of the coal mine waste pile. A material balance is presented in <br />Appendix A. <br />The reclamation expense is at a maximum when the last fifty foot construction <br />face and the top of the pile are complete but have not been covered or <br />vegetated. At this point, material from the coverfill pile (55,000 CY) and the <br />topsoil pile (55,000 cubic yards) will be utilized for reclamation. Approximately <br />17.2 acres of the gob pile, 1.8 acres of the coverfill pile and 2.3 acres of the <br />topsoil pile will need to be vegetated. See Appendix C -Reclamation Estimate. <br />The areas disturbed by the each phase of construction, including the topsoil <br />stockpile, cover soil stockpile, road fill, berms, pond slopes and diversion ditches <br />that are not riprapped, will be promptly seeded with the stabilization seed mix. <br />The components of the stabilization seed mix are listed in Volume I, Section <br />2.05.4.(2)(e). A berm will be constructed around the topsoil stockpile to contain <br />any topsoil that may erode prior to the establishment of stabilizing vegetation. A <br />straw bale or short silt fence will be installed at the low point(s) in the berm to <br />relieve accumulated run-off. <br />r1 <br />LJ <br />TR30 - 11 - 02/04 <br />
