• 8) Haul Roads and Other Facilities
General Requirements. WFC will construct, maintain and reclaim haul roads in the
amendment area to the same specifications as listed in Section 2.05.3 of the existing permit
unless specified differently in this section. The roads will be designed to minimize erosion and
siltation, air and water pollution and damage to public and private property. To the extent
possible, using the best technology currently available, haul roads will not cause damage to fish,
wildlife, or related environmental values and will not cause additional contributions of suspended
solids to stream flow or to runoff outside the permit area.
Location. The amendment area will have a haul road on both the north and south perimeter of
the pit area. These roads will be referred to as the north and south haul roads, respectively. The
north haul road is approximately 5600 feet long and the south haul road is approximately 3200
feet long. The plan and profile views of these roads are shown on Map 2.05.3-14.
Haul roads at the mine site will be designed with appropriate ditches, grades and culverts to
control erosion and runoff. All haul roads will be constructed basically "on-grade", although
certain parts of the north haul road will require some minor cutting and filling to maintain
acceptable road grades. Topsoil will be removed and stockpiled in accordance with WFC's topsoil
• salvage plan. The location will be partially limited by the grades of the existing or postmining
areas. Stream fords will not be used during construction of roads unless approval is first obtained
from the regulatory authority.
Design and Construction. The design of the haul roads incorporate the demand for mobility
and travel efficiency, based on the geometric criteria appropriate for the anticipated volume of
traffic, weight and speed of the vehicles to be utilized. The design and construction or
reconstruction of haul roads not within the estimated disturbed area will be certified by a
registered professional engineer, if required by the CDMG for good cause shown.
Should haul roads not within the estimated mining disturbance areas be necessary, they will be
designed and constructed or reconstructed in compliance with the following standards in order to
control erosion and disturbance of the hydrologic balance.
The vertical alignment of the haul roads will not exceed 10 percent on the overall grade.
Maximum pitch grade will not exceed 15 percent, and there will not be more than 300 feet of pitch
grade exceeding 10 percent within any consecutive 1,000 feet.

(Revised 12/00) Attachment 2.05.3(3) -10-99
