Operation <br />Spill Prevention Control and Countermeasure Plan Pare 5 <br />EQUIPMENT AND OPERATIONS PROVISIONS <br />Tanks used to store oil at the B&B facility will be constructed of material compatible with the <br />material stored in the tank. The outside surface of the AST's at the B&B facility aze frequently <br />observed by operating personnel for signs of deterioration, leaks, or accumulation of oil inside <br />berm areas. These inspections will be documented on the form provided in Attachment C. <br />All filling of AST's and filling of vehicles will be attended at all times. At no time will a <br />tanker truck driver be allowed to leave the fill vehicle while connected to an AST. Personnel <br />using AST's to supply fuel for then vehicles will also be required to stay with the vehicle while <br />it is being filled. <br />Liquid level sensing devices are used at the AST's fueling facility to reduce overfill potential. <br />Tank truck unloading procedures will meet minimum requirements and regulations established <br />by the Department of Transportation. <br />This SPCC plan must be amended whenever there is a change in facility design, construction, <br />operation, or maintenance that materially affects B&B's potential for discharge of oil into or <br />upon navigable waters of the United States. Such amendments must be implemented not later <br />than six months after the change occurs. At least once every three years B&B must complete <br />a review and evaluation of the SPCC Plan. Any amendments to the SPCC plan must be <br />certified by a Registered Professional Engineer. <br />~l <br />
