Montgomery Crave/ Operation <br />Spill Prevention Control and Countermeasure Plan Pace ! <br />1 <br />1 <br />INTRODUCTION <br />B&B Excavating, Inc. operates a gravel operation under Mined Land Reclamation Boazd <br />Permit No. M86-104 on the site known as the "Montgomery Pit." T'he permitting mining area <br />is approximately 46 acres in size. B&B is permitted to mine the gravel, stockpile materials, <br />crush aggregate, and process concrete and asphalt. The facilities include a concrete batch <br />plant, asphalt batch plant, truck scale, office, vehicle and truck pazidng, diesel and gasoline <br />fuel storage, rock crusher and screens. <br />The Montgomery Pit is located 1'/z miles west of the Town of Eagle, in Eagle County. The <br />site is bordered by the Eagle River on the north and the Denver Rio Grande Western Railroad <br />and Highway 6 on the south. <br />Fuel is located on site to serve a fleet of trucks, construction and mining equipment, generators <br />and miscellaneous equipment. B&B is not allowed to sell fuel to outside parties. All fuel <br />storage is in above-ground storage tanks (AST's). <br />SURFACE DRAINAGE STUDY <br />As shown on the accompanying site map, the site is divided into two separate basins. A <br />natural drainageway, known as Skillman Gulch, bisects the property. The basin west of <br />Skillman Gulch (Basin A) is the area of present mining, crushing operations and stockpiling. <br />The basin east of Skillman Gulch (Basin B) is the azea of aggregate stockpiling, concrete and <br />asphalt botching operations, and truck scales. <br />As a requirement for the Special Use Permit, a berm 3 feet in height has been constructed at <br />the 6,460-foot contour line, which lies between operations and the Eagle River. This berm is <br />significant because it hydraulically disconnects the site from the Eagle River and Skillman <br />Gulch. <br />With the berm in place and maintained as required by the Eagle County Special Use Permit <br />and the Mined Land Reclamation Permit, there should be zero surface water dischazge <br />including the 100-year storm event. This berm can contain fuel spills of all stored tanks from <br />direct impact to the Eagle River. <br />ABOVE-GROUND TANKS <br />The AST's contain diesel, gasoline, and asphalt for equipment operated on the site and the <br />asphalt batch plant. There are seven fuel AST's at the Montgomery Pit facility located within <br />two independent subdrainage basins, all of which drain more or less to the north (Figure 1). <br />The azea in which these AST's are located is described as Basin A and Basin B in Drawing 1. <br />
