"Total Metals" means the concentration of metals determined on an u~ltered sarrrple following vigorous digestion (Section <br />or the sum of the concentrations of metals in both the dissolved and suspended fractions, as described in "bfanua( oJMe:ho <br />Cbemicn! Analysis ojWater and Wastes," U.S. Environmental Protection Agcncy, March 1979, or its equivalent. <br />15. "Visual" observation is observing the discharge to check for the presence of a visible sheen or floating oil. <br />16. "Water Quality Coatrol Division" or "Division" means the state Water Quality Control Division as established in 25-8-LOS et <br />Additional relevant definitions are found in the Colorado Water Quality Control Act, CRS §§ 25-8-101 et sec.., the Colorado Disc <br />Permit System Regulations, RegulaEion 61 (S CCR 1002-61) and other applicable regulations. , <br />D- SPECIAL REQUIREMENTS <br />1. Materials Containment Plan <br />Pursuant to Sections 61.8(3)(8) and (r) of the Colorado Discharge Permit System Regulations, the permittee is required <br />Materials Containment Plan. Such a plan was previously submitted to the Division. An update of the plan shall be subrtrittec <br />Division within ninety days after Ehe effective date of this permit and must be implemented. The update of the plan slrail i <br />changes in the information and procedures for the prevention and containment of spills of taatedals used, processed or s;cre< <br />facility which if spilled would have a reasonable probability of havurg a visible or otherwise detrimental impact on wavers <br />State y ~. The updated plan shall include, but not necessarily be limited to: <br />(a) An updated history of the spills, which have occurred in the three years preceding the effective date of [his permit. T¢e <br />shall include a discussion on the cause of the spills and a the preventative measures designed to eliminate they <br />reoccurring; <br />(b) An update of the reporting system which will be used to notify, at a rrrinimum, responsible facility management, the D <br />the Environntentai Pmtect:on Agency, downstream water user within S miles downszeam of the facility, and hxzl <br />officials; <br />(c) A description of any changes in the preventative facilities (including overall facility plot) which prevent, contain, or tre; <br />and unplanned discharges; <br />(d) A current list which includes the volumes or quantities of all materials used, processed, or stored at the facility whicb re <br />a potential spill threat to surface waters. The location of stored material shall be indicated on the facility Blot suhtni <br />item c; <br />(e) An implementation schedule for additional facilities which might be requaed in item c, but which are not yet operations <br />(f) A current lisC of available outside contractors, agencies, or other sources, which coutd he utilized in the event of a spill <br />to clean up its effects. If the facility is capable of handling spills in-house, this shall be documented in the plan; <br />(g) Provision for yearly review and updating of the contingency plan, plus resubmission of the pizn to rue Division if co <br />andlor procedures at the facility change the original plan. <br />
