suspected waste or environmental contamination, MEI will provide qualified personnel to
investigate the site, characterize the waste, and determine appropriate disposition of the
waste, or take other appropriate response actions.
• The Division will also conduct routine inspections at the facility for the purposes of
determining compliance with this WMCP and other applicable environmental
regulations.
3.2 Fluid Level Monitoring.
Groundwater monitoring wells will be used to evaluate water quality in the gravel mining
area. Prior to the start of pumping, baseline fluid level measurements will be gauged in
the following wells. Once dewatering for mining commences, fluid levels will be
measured in wells MW-1 through MW-7, WP-3, GWC-1 and (FII,A)MW-3E (Figure 2)
on a daily basis for the first two weeks, then weekly for the next 6 weeks, and then
monthly (following approval by the Division) as long as dewatering is to continue in the
same general area for an extended period of time. Fluid levels will also be monitored in
Trenches I and 2 at this same frequency.
If pumping conditions change significantly, or if pumping is moved to a different area
(e.g. Subarea 2), then the Division will be notified and the monitoring program adjusted
as necessary. Fluid levels will be measured by MEI or other qualified personnel using a
device capable of detecting water and products to an accuracy of 0.01 feet (e.g. using an
electronic interface probe). Fluid levels will be recorded on the Site Inspection Form
(Appendix B). If product is detected in any wells not previously containing product, or if
• product levels/thickness changes significantly in MW-2, MW-4, or WP-3, or if
significant drawdown is observed in any of the wells, then pumping will cease until the
data can be evaluated (in consultation with the Division) and appropriate mitigation
measures implemented.
3.3 Reporting
The weekly field inspection logs will be included in a brief quarterly report submitted to
the Division along with any sampling results (exclusive of those required under Section
3.4), fluid levels, waste disposition, and narrative describing the general progress of
mining, any environmental contamination encountered, the response actions taken, and
copies of attendance records for the "tailgate" training meetings etc. These reports shall
be submitted within 30 days following the end of each quarter.
3.4 CDPS Monitoring and Reporting Requirements.
Separate and additional monitoring and reporting requirements will be conducted in
accordance with Colorado Discharge Permit System (CDPS) Permit No. CO-00446175
issued for the site. A copy of this permit is included as Appendix D.
