3.0 Field Inspection, Reporting and Training Requirements. <br />MEI (or other qualified environmental personnel and mining operators) will conduct field <br />. inspections of the area during mining operations. The inspection and monitoring <br />requirements are summarized in Table 2, along with various trigger criteria and response <br />actions. The primary purpose of these inspections will be to identify signs of <br />environmental contamination and potential waste streams, and to monitor fluid levels <br />during dewatering activities for the potential movement of free product into the gravel pit <br />or sedimentation basin. <br />3.1 Field Inspections. <br />MEI will conduct and document weekly field inspections of the mining excavation and <br />sedimentation basin to look for any signs of contamination. A field inspection log will be <br />completed for each site visit and a sample form is included as Appendix l3. Signs of <br />contamination include evidence of historic landfill activities (disturbed soils or visible <br />solid wastes), stained soil or soil with hydrocarbon odor or other unusual odor, and water <br />with free product, hydrocarbon or other unusual odor, oily sheen or unusual <br />discoloration. <br />In the event any free product or product sheen is noted on any exposed groundwater in <br />the mining pit, in the sedimentation basin, in Trenches 1 or 2, or in the soils exposed by <br />the excavation, mining operations will cease immediately, and FMM will report orally <br />within 24 hours to the Division the circumstances encountered. The conditions will then <br />be evaluated and appropriate mitigation measures implemented. <br />a The weekly field inspection shall further note any change in the condition of any <br />stockpiled soils, solid waste or ACM, and any other pertinent observations. <br />Depending on field conditions and on the length of time mining will continue in a <br />specific area, the frequency of these inspections may be reduced following the Divisions <br />approval. <br />On-site personnel (mining operators) will also be instructed to identify signs of <br />environmental contamination and potential waste streams on a more continuous basis <br />(see Section 3.5 for specific training requirements for on-site personnel). If the operator <br />suspects the existence of waste or environmental contamination, he/she will immediately <br />inform the site supervisor. The supervisor or operator will contact MEI at the following <br />number: <br />MESA ENVIRONMENTAL INC. (970)-858-9115. <br />This telephone number will be clearly posted in the site office of the sandlgravel plant <br />supervisor. A copy of this WMCP will also be retained at the mining site at all times <br />during mining operations.
