24 <br />• Cultural resource clearance is recommended for all seven sedimentation ponds, all four fill <br />areas, for both the power lines, and for the water line provided several conditions are met. First, it <br />is recommended that site SLA7728 be avoided by the power line, or if it cannot be avoided, data <br />recovery is recommended. Second, to avoid negatively impacting the potentially eligible historic <br />church (SLA 1966), a realignment of the power line is recommended. Third, an open trench monitor <br />must be conducted on the proposed water line in the Picketwire Valley floor due to the heary <br />vegetation cover that made pedestrian survey impossible. An appropriate treatment plan must be <br />in place to deal with discoveries prior to the inspection. Last, all newly constructed access roads to <br />any of these facilities must be located in previously surveyed areas and according to the following <br />conditions. Access to the 002 and 003 sedimentation ponds and fill areas 2 and 3 can come either <br />from the P3 haul road in Cow Canyon, the P3 haul road above Cow Canyon, or from areas above <br />the proposed pond locations to the south and southeast in the surface mine area. Access to the 005 <br />sedimentation pond and fill area 5 can come from either the P3 portal area or from areas to the south <br />in the surface mine area. Access to sedimentation ponds 008 and 009 and to fill area 8 must come <br />from the south in the surface mine area and should not extend out the adjacent ridge systems further <br />than the boundaries of the inventory area. No access to the Picketwire Valley floor was considered. <br />Access to sedimentation ponds 001 and 007 should come from the north off the P3 haul road. It <br />should not come up from the floor of Jeff Canyon as the lower part of the canyon has not been <br />surveyed. It should also not come from the surface mine area to the south as there are several <br />potentially eligible and eligible sites in this area. <br />. Cultural resource clearance is also contingent upon the development and implementation of <br />a data recovery program for the LCRHL. Prehistoric sites that lie within the district's boundaries <br />and are recommended as contributing and potentially contributing will be considered in [he data pool <br />from which sites formitigation will be considered. This plan is further discussed in Chapter 3 ofthis <br />report. <br />• <br />
