5 <br />investigations (McKibbin et al. 1997:Chapter 3). The plan specified additional inventory of all <br />proposed facilities lying outside the previously inventoried areas; evaluative testing and possible <br />mitigative data recovery at all potentially eligible and eligible sites that would be directly impacted <br />by the proposed development; and testing for site discovery in areas of the proposed development <br />with high site potential and low ground visibility. Native American consultation, historic archival <br />and records research, and informant interviews were proposed. The "1997 Work Plans" included <br />with the research design and treatment plan specifically outlined additional investigations to be <br />conducted during the 1997 field season at the load out, rail spur, realigned Lorencito Canyon access <br />road, P3 haul road, P3 portal, Rl!R2 haul road, and the R1/R2 portal (McKibbin et al. 1997:126- <br />130). The additional archaeological investigations for the P3 portal and Rl/R2 portal were <br />completed in 1996 and no further work was recommended (McKibbin et al. 1997). The results of <br />the 1997 field season are reported herein with the exception of the investigations conducted at Jeff <br />Place (SLA7186) which are presented in McKibbin and Carrillo (1997). Also considered is the <br />Lorencito Canyon Rural Historic Landscape (LCRHL) discussed in Chapter 3 of this report. The <br />prehistoric sites are evaluated with respect to their contribution to this landscape. Evaluation criteria <br />are discussed at the end of [his chapter. <br />Test excavations at ~LA7186 were completed during the 1997 field season and the site is <br />currently recommended as eligible to the National Register. A research design and treatment plan <br />were presented in McKibbin and Carrillo (1997). Fieldwork prescribed in the treatment plan is <br />complete, but has not ye[ been reported and is cuurently on hold at the request of the coal company. <br />• Until reporting is completed, cultural resource clearance is not recommended for any development <br />that will impact any portion of SLA7186. These facilities include the load out, rails spur, and P3 <br />haul road. <br />Testing around isolated find SLA7607 recovered no additional cultural remains. The isolate <br />is located in an area proposed for stockpiling of fill material. Disturbances should be limited to <br />stripping of topsoil which will not extend below the depths reached by the shovel probes. No further <br />work is recommended at this isolated find. <br />Inventory of the proposed rail spur connecting the load out with the existing Colorado and <br />Wyoming Railroad tracks was also proposed in the work plan for 1997 (McKibbin et al. 1997:127). <br />Only the portion of the rail spur lying outside the 40 acre block around the load out facility was <br />surveyed and one site (SLA7482) was recorded. The site is recommended as not eligible to the <br />National Register. The rail spur will be constructed above grade at the location of SLA7482 and the <br />only disturbances will be topsoil removal and stockpiling. No further work is required and cultural <br />resource clearance is recommended for the rail spur except where it lies within the boundaries of <br />SLA7186. <br />Additional inventory was undertaken on the P3 haul road where it deviates from the previous <br />alignment. Nine new prehistoric sites (SLA7367-7375) and five new isolated finds (SLA7376-7379, <br />SLA7483) were recorded. Six previously recorded sites (SLA6968, SLA7181, SLA7182, SLA7196, <br />SLA7199, and SLA7202) also lie along this proposed route. Isolated finds are considered not <br />. eligible to the National Register. All of the sites lie within and are constituents of the LCRHL. <br />Twelve are recommended to be contributing, two potentially contributing, and one not contributing <br />
