PARTI
Page No. 9
Permit No.: CO-0000132
2. Salinity Parameters
)n order to obtain an indication of the quantity of Salinity, measured as total dissolved solids (TDS), being dischazged firm
the site the permittee shall monitor the wastewater effluent at the following frequencies:
Outfalls
007, 009, 010, 012, 013, 014, 015, 016, 017, 018
Frequency Sample Twe
Quarterly l,rab
Self-monitoring samples taken incompliance with the monitoring requirements specified above shall be taken at those
locations listed in Part I.B.1.
Where, based on a minimum of 5 samples, the pemrittee demonstrates to the satisfaction of the Division that the level of total
dissolved solids (TDS) in the effluent can be calculated based upon the level of electrical conductivity, the permittee may
measure and report TDS in temas of electrical conductivity.
3. Special Monitorine
a. Twelve Time Analysis - Outfall 015
In order to determine the quality of water dischazged at this facility, the permittee is required to perform a twelve time
analysis for the following parameters at outfa11015. The Srst sampling shall occur during the first month after the permit
becomes effective, or when dischazge commences, and sampling shall continue for the next eleven consecutive months.
If no discharge occurs during the month, sampling shall resume when dischazge resumes and continue until twelve
samples have been collected and analyzed using approved methods witlt method detection limits as low or lower than
those specified in Part LE.3. of the permit. .
A summary report in the form of a letter shall be submitted to the Permits Unit by September 30:2005. This report shall
include all individual sample results collected over the twelve month period. If sampling is incomplete because no
dischazge occurred during part or all of the period, this shall be noted in the report. L` sampling has not yet been
completed by this date, this twelve time analysis requirement shall continue until twelve samples have been collected and
analyzed and the results have been submitted to the Permits Unit.
Outfall Parameters
O]5 total recoverable (TR) arsenic, potentially dissolved (PD) cadmium, PD copper, TR trivalent
chromium, dissolved iron, TR iron, dissolved manganese, total mercury, PD nickel, PD selenium, PD
silver, and PD zinc
If the monitoring shows that there is a reasonable potential for any of these pazameters to cause exceedence of the
applicable water quality standazds, the permit may be reopened to add limits and/or monitoring subject to public notice
requirements.
C.
OF TERMS
1. "Acute Toxicity" means there shall be no acute toxicity in the effiuent from this discharge point. The acute toxicity limitation
is exceeded if 1) a statistically significant difference in mortality (at the 95% confidence level) is observed for either species
between the control and any dilution less that or equal to the identified IWC or 2) a species mortality in any dilution of
efluent (including 100% effluent) exceeds 50%.
2. "Composite" sample is a minimum of four (4) grab samples collected at equally spaced two (2) hour intervals and
proportioned according to flow.
3. "Continuous" measurement, is a measurement obtained from an automatic recording device which continually measures
provides measurements.
4. "Daily Maximum limitation" means the limitation for this parameter shall be applied as an instantaneous maximum (or, for
pH or DO, instantaneous minitnum) value. The instantaneous value is defined as the analytical result of any individual
sanrple. DMRs shall include the maximum (and/or minimum) of all instantaneous values within the calendar month.
