• The coal preparation process is monitored and controlled by an automated <br />process system which maintains relatively constant flow rates, monitors <br />each system component and helps to ensure maximum coal recovery. The coal <br />preparation process is graphically illustrated by a simplified flow <br />diagram presented as Figure 17, Preparation Plant Flow Sheet. <br />After EFCI purchased and began operating the Southfield Mine in March <br />1985, a comprehensive review and evaluation of the overall operation <br />resulted in identification of specific changes to be made in the coal <br />preparation process to improve reliability and enhance overall recovery. <br />Implementation of these specific changes resulted in an increase in <br />overall recovery from approximately 55% to 65%. <br />EFCI operates and maintains the coal preparation plant on a continuous <br />basis. In addition to the automated monitoring system which identifies <br />any system malfunctions allowing timely corrective action, EFCI has <br />• developed and implemented a preventative maintenance program for the <br />preparation plant equipment and facilities which includes regular <br />inspection, lubrication and clean up, and periodic replacement of critical <br />components. Because coal preparation activities involve wet processes, <br />coal dust emissions are not a significant problem. In addition, all <br />process equipment is contained within the enclosed coal processing <br />building and the only significant effluents are coal processing waste <br />water and washdown water, both of which are collected within the <br />preparation plant facility and pumped to Water Treatment and Recycle Pond <br />No. 2. <br />Upan completion of mining and related activities, process equipment will <br />be removed and salvaged. Preparation plant facilities will either be <br />salvaged or demolished and resulting debris will be placed in a designated <br />disposal area and covered. Associated disturbance areas will be ripped <br />to alleviate compaction, regraded, topsoiled and revegetated consistent <br />with planned post-mining land uses. <br />• Coal and Refuse Conveyors. EFCI operates and maintains a number of fixed <br />conveyors which are utilized to transfer raw and clean coal products and <br />coal refuse within the mine facilities area.
