• Operations Descripsion -Loadout Area
EFCI operated a coal loadout located approximately 1.5 miles northwest of
Florence, Colorado. The area had previously been disturbed and was utilized for
coal loading and other commercial activities prior to EFCI purchase and operation
of the loadout in March, 1985.
The loadout was completely reclaimed by the end of January 1997. Reclamation
activities included removal of salable coal stockpiles and base material, removal
of structures, backfilling, grading, seeding and mulch application. The rail spur,
owned by the Atchison Topeka and Santa Fe Railroad (ATBSF), remains at the
request of the owner. Drainage and sediment control structures are established for
the reclaimed area, including the two (2) original sedimentation ponds. The
reclaimed configuration of the loadout area is illustrated on Map 13, Loadout Area
Surface and Groundwater Hydrology.
Mine Facilities
• Changes in existing structures and facilities through the end of the second permit
term and over the mine life will be minimal. Generally, existing facilities will be
utilized without significanl modification or additional construction. The following are
the only significant changes to mine facilities anticipated during the second permit
term.
Continued expansion of the existing permanent coal refuse stockpile
Removal of2xisting topsoil stockpiles at the western edge of the coal refuse
pile

2.05.3-17 Revised 9/12/97
Minor Revision No~ 34
