Dorchester constructed an auxiliary water treatment system consisting of mixing,
settling and sampling tanks with the intent of treating process water and/or
dewatering discharge to reduce suspended solids and iron. While the treatment
facilities exist, they were never utilized and there are not plans for future auxiliary
water treatment.
Coal Stockpiling and Transportation. EFCI maintains separate, open stockpiles
of coal products including raw (run-of-mine) coal, sized stoker and nut coal, and
industrial (2x0") coal. Permitted capacities of the raw and clean coal products are
discussed later in this section. Actual stockpile volumes may be significantly less
than permitted capacity and vary with operational, transportation and market
factors. These stockpiles are located in the mine facilities area as shown by the
Mine Surface Facilities Map (Map 18).
A wheel loader is utilized to reclaim coal from the stoker coal stockpile and load
rear-dump haulage trucks for coal deliveries to residential and small industrial
customers within the local area. A reclaim tunnel runs beneath the clean industrial
coal stockpile and coal can be withdrawn through several draw points to load
tractorftrailer haulage units directly. From the mine, the haulage units transport the
coal to the Southfield loadout or the regional customers.
All coal haulage is handled by independent contractors, although EFCI is
responsible for loading haulage units. Before haulage units leave the mine
property, they are weighed and may be randomly sampled to ensure product
quality control. While EFCI maintains records on belt scale tonnages of raw coal
feed to the preparation plant and clean coal product from the preparation plant,
limitations on belt scale accuracy dictate that the more accurate truck scale
records be utilized as the basis for reporting mine production and sales.

2.05.3-16 Revised 4/15196
Minor Revision No. 31
