Mined Land Reclamatio vision •• <br />Page 2 <br />July 16„ 1990 <br />Mesa County required that we apply for a floodplain permit as a condition <br />oi' our Local Conditional Use Permit. We have done so and a Floodplain <br />Permit has been issued to us by Mesa County Engineering and Floodplain <br />Administrator. A copy of this permit is enclosed. It is our contention <br />that this issue is a local issue, not related to land reclamation and that <br />we have adequately addressed the subject. Please understand that we are <br />a~vare of the concerns that exist regarding erosion and that we also have <br />a vested interest in erosion control at this site. <br />In Tight of the fact that the 100 year floodplain does not exist within <br />• the affected area, we rescind our_commitment to build__the berm on_the <br />south boundary that is adjacent to the Color_ado_Ri.Yer. <br />We instead defer to the advice and recommendations of the Mesa County <br />Engineering staff, and commit to the abatement program as outlined in the <br />Mesa County Floodplain Permit. <br />RECLAMATION PLAN (Exhibit E) <br />5. Please find enclosed revised Reclamation Plan Map. <br />6. The original permit application included, as a part of the Reclamation <br />Plan, the construction of a trail for the Colorado Riverfront Trail that <br />is being built in Mesa County. <br />United Companies' commitment to construct this trail is to the Mesa County <br />Planning Department through a community service effort and is not related <br />to the proposed mining operations nor to the subsequent reclamation <br />efforts at the site. <br />We therefore ask that the reference to the construction of this trail be <br />deleted from the permit application. The referenced trail is not an <br />integral part of the Virginia Acres Gravel Pit Operation and is not to be <br />considered as such. <br />RECLAMATION COSTS (Exhibit L) <br />7. P,s the project is to be conducted in three separate phases, it is supposed <br />that the period of maximum disturbance would be during the mining of phase <br />three. <br />The scenario would be described thus; <br />Phase I having the banks sloped and contoured and the bank needing <br />revegetation. <br />Phase II having excavation completed, the banks needing grading and <br />contouring and revegetation. <br />United Companies o!
