Steve Manger <br />1020 15th <br />Brooks Towers <br />Denver, Colorado 80202 <br />Dear Mr. Manger: <br />Pursuant to our telephone conversation of January 25th and <br />my telephone conversation with Tom Guobis, also on January 25th <br />I am supplying the following information to the Office of Surface <br />Dlining for Wyoming Fuel Company's Canadian Strip Mine Permit <br />Application. <br />In regard to the Mountain Bell cable, BLM Tramroad, and <br />JacF:son County Road Wyoming Fuel Company at this time is not <br />planning any realignment of these facilities. <br />In regard to fencing, [^]yoming Fuel Company will only be <br />• fencing around the immediately disturbed area. This will include <br />the pit area, stockpiling areas and sedimentation ponds. The <br />larger fenced area shown on Figure 2 "Mining and Reclamation Plan" <br />Baas a result of tVyoming Fuel Company's proposed ecological study <br />.area. Since this ecological study has not yet beers approved by <br />either the Colorado Division of Wildlife or the Bureau of Land <br />Management fencing of this total area is not planned at this time. <br />If in fact, the CD6d and BLD1 determine this i~ a proper mitigative <br />measure over fertilization of sagebrush for sage grouse habitat <br />then Wyoming Fuel Company will at that time negotiate with the BLM <br />on the placement of the fence. <br />In response to the BLD1 concern for shrub establishment and <br />recommendations for transplanting I am making the following comments. <br />Wyoming Fuel Company will be establishing a shrub density standard <br />with the Colorado Mined Land Reclamation technical personnel early <br />this spring. This standard will be S4yoming Fuel Company's target <br />for shrub establishment on reclaimed lands. This standard will be <br />based on premining shrub density data collected by Wyoming Fuel <br />Company during 1981. <br />• <br />
