The reach of the Colorado River below Glenwood Springs is defined as Region II, Lower Colorado River by the Colorado Department of Health (CDOH), Water Quality Control Commission (WQCC). The Commission has established standards of allowable concentrations for various parameters dependent on natural conditions and intended uses of these waters. Discharge permits for municipal and in- dustrial operations are issued by the WQCC to comply with standards so that discharges to waters of the State protect and maintain the classified uses. The mainstream of the Colorado River from the confluence with the Roaring. Fork River to immediately below the confluence with Parachute Creek has been classified by the CDOH as Recreation Class 2, Aquatic Life Class 1 cold, Water Supply, Agriculture.
