General Reclamation Plan <br />At the end of the 2 year mining period, topsoil from the stockpiles will be replaced on the plant area <br />to the same depth of the original soil, which is expected to be 3.3 feet. Any excess soil will be used <br />to create shallow shelves on the lake shore area to recreate wetlands in these locations. The lake <br />slopes as excavated for the pit are 2H:1 V slopes. Excess soil may reduce these slopes in the shore- <br />line area to 4H:1V slopes. Assuming that mining starts in September of year 2001, the reclamation <br />will commence in the fall of the year 2003. All slopes for the area not excavated will be returned to <br />irrigation use. Slopes will be graded slightly to the north so that irrigation can be done easily after <br />reclamation is completed. <br />Map E-2 shows how the site will look after reclamation. Approximately 4.2 acres will be left as a <br />lake with a depth of approximately 16 feet, which will be used for wildlife habitat. United has pro- <br />posed aeeed mix for this wetland but will work with the Meeker office of the CDOW and SCS if <br />any changes are desired in the types of plants along the shoreline. A distance of 5 feet on either side <br />of the shoreline will be made into wetlands. The lake perimeter is 1992 feet, therefore, the total wet- <br />land area created will be approximately 0.45 acres. The rest of the property (5.28 acres) will be re- <br />stored to irrigated hay land, which is the pre-mining use of the entire permit area. The permittee and <br />the landowner commit to not stocking the small lake with any fish species that could be a threat to <br />the native species in the River. <br />The worst case cost for reclamation of the site will occur when the mine reserves have been fully <br />depleted, but all topsoil must be replaced on the land to be irrigated and in the wetland. The entire <br />land area would need to be seeded, mulched and fertilized. No backfilling and grading work would <br />be needed since [he operator is digging the lake will be part of [he reclamation plan.
