Richard Fox Air Pollution Contral-Division, Enforcement Colorado Dep4r-tment of Health 4210 Easf, Ilth Avenue Denve-f, Colorado 80220 Re: Application for Emission Permit Best-Way Paving Company, Greeley, Colorado Dear Mr. Fox : As you are aware, Weld County has been exceeding the air pollutant standards for some tine, particularly in suspended particulates. In that regard, I have carefully reviewed the mining plan which the above company has submitted to the Mined Land Reclamation Bureau requesting a Colorado Mining Permit. I have also reviewed that company' s correspondence with your office in regard to an Air Contaminant Emission Notice and the permits required. I would like to call your attention to the following : The Mining Plan as submitted to the Colorado Mined Land Reclamation Bureau and to Weld County shows the following : "The majority of the raw aggregate used in the produc- tion of bituminous concrete has, in recent years, been trucked to the site from gravel pits located along the river. . . " "Limited amounts of gravel have been produced from the Best-Way site itself . " "The northwestern portion of the site was allowed to lie fallow in recent years. This area has a ground cover of volunteer wheat and miscellaneous annual forbes . " "The assumption of no growth in demand for paving is considered to have a low probability of occurrence. " " . . . it is expected that one additional scraper will be added to the mining operation. " "The remaining 45 staff members involved in the con- struction aspect of the company' s operation will increase in number at a rate of five percent over sixteen years . "
