In that regard, I have carefully reviewed the <br /> mining plan which the above company has submitted to the <br /> Mined Land Reclamation Bureau requesting a Colorado Mining <br /> Permit. I have also reviewed that company' s correspondence <br /> with your office in regard to an Air Contaminant Emission <br /> Notice and the permits required. <br /> I would like to call your attention to the following : <br /> The Mining Plan as submitted to the Colorado Mined Land <br /> Reclamation Bureau and to Weld County shows the following : <br /> "The majority of the raw aggregate used in the produc- <br /> tion of bituminous concrete has, in recent years, been <br /> trucked to the site from gravel pits located along the <br /> river. . . " <br /> "Limited amounts of gravel have been produced from the <br /> Best-Way site itself . " <br /> "The northwestern portion of the site was allowed to <br /> lie fallow in recent years. This area has a ground <br /> cover of volunteer wheat and miscellaneous annual forbes . " <br /> "The assumption of no growth in demand for paving is <br /> considered to have a low probability of occurrence. " <br /> " . . . it is expected that one additional scraper will be <br /> added to the mining operation. " <br /> "The remaining 45 staff members involved in the con- <br /> struction aspect of the company' s operation will increase <br /> in number at a rate of five percent over sixteen years . " <br />
