<br />EXHIBIT D <br />MINING PLAN <br />(a) The project is planned as afull-service gravel mining facility, and will include, <br />but is not limited to, on-site machinery and structures such as a crusher, asphalt plant, <br />ready mix batch plant, and office complex (1-2 modular buildings) and approximately <br />25 vehicles ranging from employee vehicles to bulldozers. The area to be excavated <br />lies on gravel terrace immediately south of the Eagle River tloodplain. Operations for <br />each phase will begin along the northern terrace edge and progress towards the <br />southern property boundary as shown on the Mining Plan Map. <br />(b) Prior to excavation of the gravel, topsoil and overburden will be stripped. <br />segregated and stockpiled on an adjacent phase and it will also be used to create a berm <br />for a visual barrier along the southern property line. It is anticipated that <br />approximately 12 inches of topsoil and 60 inches of overburden will need to be <br />removed. <br />(c) The Stremme and Gates Ditch runs through the south-eastern portion of the <br />proposed mining site (Phases 4 through 6). Under authorization of its owners, the <br />ditch will be rerouted along the southern property boundary, so as to not affect <br />downstream users. The owner of this pit has approximately 14.8 cfs of rights in the <br />Strernme and Gates Ditch. <br />Water will be used at the washer plant using these existing water rights. The <br />wastewater from the washer plant will be sent to settling ponds prior to releasing the <br />wastewater. These settling ponds will be approximately 100 feet by 150 feet by 8 feet <br />deep. Up to three settling ponds may be used per phase. <br />Several small irrigation ditches exist within the pasture area which are not <br />shown on the Mining Plan map. The ditches are earthen, owned by the applicant, and <br />were used to irrigate the on-site pasture. These ditches will either be eliminated or <br />rerouted as necessary for plant operation. <br />(d) The site will be excavated in six phases consisting of the following areas: <br />Mined Area <br />Phase 1 = 25.41 +_ acres <br />Phase 2 = 17.97 +_ acres <br />Phase 3 = 19.29± acres <br />Phase 4 = 17.78± acres <br />Phase 5 = 16.05 t acres <br />Phase 6 = 24.43± acres <br />(e) It is anticipated that all of the phases would be mined and reclaimed over a period of 20 <br />years. Each phase is anticipated to take 2-1/2 to 3 years to mine the sand and gravel <br />
