As stated in the application, "This is a normal concern <br />of any operator in this type of operation." VALCO will take the necessary <br />measure to try to prevent further erosion and protect the 100' buffer area. <br />2. Excess overburden will be used to add sinuosity to the shoreline. VALCO <br />will agree to stockpile topsoil away from the overburden rather than on top <br />of it as suggested in the application. Portions of the north and east pit <br />boundary will be used for the topsoil stockpiles. You suggest that VALCO <br />commit to using all of the overburden to create irregular shorelines and in <br />Exhibit E, question 2, you further suggest that no flood control berm be left. <br />Exhibit B - Mining Plan states "Overburden will be stockpiled mainly on the <br />west and south perimeters of the pit area to provide for backsloping material <br />as well as a flood protection bern...... No provision is being made for <br />backsloping of the north or east pit boundary as future plans are to expand <br />and continue the operation on the balance of the land owned by the applicant <br />that borders on the north and east." With this future expansion in mind, the <br />applicant plans to leave the flood berms for protection of the area of <br />expansion. Long before the entire area is excavated, the flood berm and <br />backslipes projected here should be well revegetated, stablized and reclaimed. <br />The applicant suggests that it would be somewhat contradictory to take a <br />well reclaimed area in several years and rip it up to remove the flood berms <br />and then reclaim a second time. <br />3. Due to increased construction activity in the immediate area since the <br />application was filed, VALCO wishes to include processing on site in this <br />application. Processing may include screening, crushing and screening and <br />stockpiling. Such activity would be located in the northwest portion of the <br />pit area. Taking this action now will eliminate the need for a Technical <br />Revision at what looks will be some time in the near future. <br />
